 xfconf-query -c xfwm4 -p /general/raise_on_click -T

Log out graphically and login via non graphical terminal.
 mv $HOME/.config/xfce4/ $HOME/.config/xfce4.$(date '+%Y-%m-%d_%H-%M-%S')
 rsync -rP /etc/xdg/xfce4/ $HOME/.config/xfce4/
